Warm Celebration in Toyama Honors OPF Leader Asif Mahmood’s Recovery and His Services to Overseas Pakistanis
- 06 Dec - 12 Dec, 2025
Not long ago, Sukkur was known as Sindh’s third-largest city but one that had fallen behind in development. Broken roads, poor sanitation, traffic chaos, and unattended civic problems had become part of everyday life. The people had accepted decline as destiny. But then came a change – when Syed Kumail Haider Shah took charge as Mayor of Sukkur and Chairman of the District Council, the city’s story began to transform. He redirected priorities toward the people, identifying their real issues and addressing them head-on. Under his leadership, Sukkur entered a new chapter – one defined by progress, transparency, and inclusive governance.
This transformation was not accidental. It was driven by a clear vision, tireless effort, and inspired leadership. Backed by the forward-looking vision of Chairman Bilawal Bhutto Zardari, the political wisdom of Asif Ali Zardari, and the seasoned guidance of his father Syed Nasir Hussain Shah, Kumail Shah emerged as one of Sindh’s most dynamic and result-oriented young leaders.
A Young Leader with a Mission
Syed Kumail Haider Shah inherited a political legacy but earned his reputation through performance. His father, Syed Nasir Hussain Shah, is among the most respected figures in the Pakistan Peoples Party (PPP) – a man who always preferred service over power. From him, Kumail learned that real leadership lies in improving people’s lives. When he took office, he pledged to make Sukkur a clean, modern, and livable city – a promise he has fulfilled step by step.
The New Sukkur
Comparing Sukkur today with what it was five years ago feels like looking at two different worlds. The roads are wider, intersections brighter, hospitals more functional, schools better equipped, and public parks alive again. Once considered neglected, Sukkur now stands as a symbol of transformation.
Under Kumail Shah’s leadership, the Sukkur Master Plan 2040 was launched – a comprehensive blueprint for the city’s future growth. The plan addresses drainage, road expansion, zoning, traffic management, and green development. It not only resolves existing issues but ensures that urban expansion over the next two decades will be organized and sustainable.
Air Ambulance Service – A Lifesaving Initiative
One of Kumail Shah’s most remarkable achievements is the Air Ambulance Service, launched with the support of the Sindh government. This pioneering project provides rapid medical transport for critical patients from Sukkur to Karachi or Hyderabad. For decades, people in northern Sindh suffered due to long, exhausting journeys during emergencies – often costing lives. Now, with this service, they have a lifeline that even major cities lack. It is a project rooted in compassion and a true reflection of people-centered governance.
Digital Transformation
Mayor Kumail Shah also brought Sukkur into the digital age. Through the “Sukkur City App”, citizens can now report civic issues, track their resolution, and interact directly with local authorities. This system has made local governance more transparent, efficient, and responsive.
In addition, free public Wi-Fi zones were established across key areas such as Rohri, New Sukkur, and the main commercial districts. This initiative supports students, small businesses, and entrepreneurs, connecting Sukkur to the digital economy and bridging the technological divide between big and small cities.
Green Sukkur – Reviving the City’s Environment
The “Green Sukkur” project stands out as one of the most successful urban environment campaigns in Sindh. It focused on tree plantation, canal cleaning, and park restoration. These efforts not only improved air quality but also changed the city’s aesthetic and emotional landscape. Today, lush parks and clean neighborhoods have replaced barren spaces, giving residents a sense of civic pride.
Education and Women Empowerment
Kumail Shah’s vision of progress goes beyond roads and buildings – it focuses on people. He invested heavily in education, upgrading public schools with computer labs, smart classrooms, and libraries. His tenure also saw the completion of the Sukkur Women’s University expansion project, providing higher education opportunities for hundreds of young women from surrounding regions.
He launched vocational and skill development programs to empower women economically. In his view, no society can progress if half its population remains excluded. By creating new learning and employment spaces, he gave women of Sukkur both recognition and independence.
One-Window Civic Services
To simplify public administration, One-Window Service Centers were established across Sukkur. Whether citizens need a birth certificate, marriage registration, domicile, or municipal tax filing, all services are now available under one roof. This innovation reduced red tape, corruption, and public frustration – making local governance more citizen-friendly and efficient.
Modern Waste Management and Clean City Program
Another major achievement was the introduction of a modern waste management system. Equipped with new machinery, trained staff, and improved supervision, the system revolutionized cleanliness across Sukkur. The city’s sanitation standards now rival those of Karachi and Lahore, proving that effective governance matters more than city size.
The PPP Vision – Youth Empowerment in Action
All these initiatives reflect the progressive vision of the Pakistan Peoples Party, which has consistently supported youth leadership. Bilawal Bhutto Zardari’s faith in young and capable politicians like Kumail Shah has paid off. Asif Ali Zardari’s guidance and Nasir Hussain Shah’s mentorship helped shape his administrative maturity and political insight.
Kumail often recalls how he draws inspiration from the life and legacy of Shaheed Mohtarma Benazir Bhutto, who dreamt of a Pakistan where governance served the people, not power. Her sacrifice continues to guide PPP’s new generation – and leaders like Kumail Shah are turning that vision into reality at the grassroots level.
Quiet Progress, Real Impact
Interestingly, the very projects that Punjab’s leadership now takes pride in – such as air ambulances, free Wi-Fi zones, and digital governance – were already operational in Sukkur under Kumail Shah’s administration. The difference is that Lahore enjoys a louder media spotlight, while Sukkur’s progress has been quieter but genuine. On merit and performance, Sukkur now stands as Sindh’s second fastest-developing city.
Redefining Youth Leadership
Kumail Shah has challenged the notion that young politicians only dream but can’t deliver. He has proven that with clear intent, hard work, and teamwork, even limited resources can bring monumental change. His administrative discipline, public engagement, and modern outlook have made him one of Sindh’s most admired municipal figures.
A Vision Beyond Sukkur
Today, Sukkur’s bright roads, cleaner neighborhoods, and smiling citizens reflect the sincerity of a leader who leads through service, not slogans. Syed Kumail Haider Shah is not merely the youngest and most active mayor of Sindh – he represents a vision for a better Sindh and a stronger Pakistan.
He has shown that leadership is not defined by age but by determination. His governance has turned skepticism into belief, neglect into progress, and a forgotten city into a symbol of pride.
Sukkur’s rebirth under his leadership is not just a local success story; it is a model for urban governance across Pakistan – proving that when intent is pure and purpose is public, even a neglected city can shine again.
